Private Security Personnel requirements
In August 2013 the Associate Minister of Justice Chester Borrows announced mandatory training requirements for the security industry.
Who do the rules apply to?
The training applies to both Licence and Certificate of Approval holders.
Crowd controllers, crowd controller employees, property guards, property guard employees, personal guards and personal guard employees.
What are the requirements?
All of the people covered by the new requirements will need to achieve the following three NZQA unit standards:
- 27364 - Demonstrate knowledge of the security industry in the pre-employment context
- 27360 - Demonstrate knowledge of managing conflict situations in a security context
- 27361 - Manage conflict situations in a security context
When do the unit standards have to be completed by? What is the deadline?
This is a staggered change.
Those who hold an existing and current COA have until 30 September 2014 complete the regulatory training.
Those who join the industry from 1 October 2013 will be issued with a temporary COA and have up to 3 months to meet the regulatory requirements.
Who is providing the training and how can I complete it?
There are options when it comes to gaining the unit standards through:
- New Zealand Security Association
- Private training establishments/providers (for a full list see below)

How much will the training cost?
Different training options will attract different costs and these will need to be discussed with the individual organisation.
We suggest that you work through what training approach will best suit you (or your firm) and contact an organisation to further discuss options.
How can I check which unit standards I have completed?
The New Zealand Qualifications Authority will have a full record of the unit standards you have achieved and will be able to assist you.

Can we carry out our own conflict management training?
Organisation’s interested in delivering their own Conflict Management training can nominate assessors to complete the Conflict Management-Train the trainer course.
Before being able to complete the Train the Trainer course candidates must:
- hold the National Certificate in Security Level 2, or 3, or 4
- hold unit standard 4098
- hold Unit Standard 7108 or/and have adequate experience or qualifications in instructing adults equivalent to Unit Standard 7108
